The United States government did not force the Batman TV series to add seat belts to the Batmobile.
The belief that the National Safety Council made the Batmobile have seat belts is due to a public safety message filmed by Adam West and Burt Ward in 1966.
The actual background behind the seat belts was that the producer wanted to make it seem like they were forced to use seat belts to promote the TV show by making the Batmobile seem super fast.
