Goku has saved the world numerous times from powerful villains, but it could be argued that, because of him, villains only get stronger.

Goku's presence on Earth has caused many of the most powerful villains to come looking for him.
Goku's genetics as a Saiyan made him a target for extinction-level threats like Raditz and Vegeta, while his history of defeating villains directly resulted in the creation of the Androids and Cell.
However, even when Goku tried to stay dead, villains continued to appear, so the citizens of Earth are actually better off with him around than they are without him.
